The Politics of Drugs in Horse Racing

Through the Whitfield-Udall legislation, Rep. Ed Whitfield and Sen. Tom Udall are seeking to transform the horse racing industry by banning the use of performance-enhancing drugs in racehorses, enforcing penalties, and implementing other regulation standards.  The issue at stake, however, has very little to do with animal welfare.  Instead, the issue has to do with the role of the federal government in dictating reform.
